Melt the butter over low heat
Remove from heat and skim off the foam that has formed on the surface with a skimmer. Reserve
In a heatproof bowl, combine the onion, tarragon, and vinegar with 1/2 cup of water
Simmer over low heat in a bain-marie until hot
Add the egg yolks gradually, stirring with a wooden spoon or whisk
Cook until thickened, stirring constantly
Remove from heat and add the butter
Stir well to combine
Pass through a fine mesh sieve and season to taste.
