3 tablespoons of milk

Heat the milk, onion, parsley, black pepper, and nutmeg over medium heat
The mixture will start to simmer
Melt the butter or margarine in a separate pan
Remove from heat, add the flour and salt, and mix until a smooth paste forms
Cook over low heat, stirring constantly, until golden brown
Remove from heat and add warm milk that has been previously heated, mixing well until homogeneous
Return to low heat and let simmer for 20 minutes, stirring frequently, until the sauce has reduced to 2/3 its original volume
