Fry the shrimp and onion in 1 tablespoon butter
Combine the tomato sauce and seasonings
Prepare a white sauce with the remaining butter, flour, and coconut milk
Mix everything, check the seasoning, and thicken with more flour if necessary
Serve over fish.
