Bring the water to a boil with the sugar until it reaches a thread-like consistency
Beat the egg whites until frothy and add the hot mixture, beating constantly until stiff peaks form
Add the vanilla extract and mix well
Beat the heavy cream until whipped and fold in the egg whites carefully
Add the chocolate and liqueur, mixing well
Pour into individual serving cups and refrigerate until firm
