In a pan, melt the butter and sauté the broccoli

In a pan, melt the butter and whisk in the flour
Gradually add the milk, cheese, salt, and pepper
Cook for 10 minutes and set aside
Bring enough water to a boil to cook the cakes
Cook in small batches until they rise to the surface
Remove and place in a greased refrigerator to prevent sticking
Serve with the cheese sauce.
