Cook the onion in 1 tablespoon of oil until it's soft but not golden brown
While this is happening, sift together the dry ingredients
Mix the remaining ingredients; add the dry mixture, stirring only until the flour is moistened
(The dough should be sticky.) Add the onion
Fry both sides in a greased skillet
Stuff with cooked and seasoned ground meat, and if desired, finish by covering with tomato sauce.
