Separate egg whites from yolks
In a blender, beat yolks with 2/3 cup sugar until smooth
Add vanilla extract, lemon zest, and water
Beat again to mix well
Sift flour over this mixture
Beat and reserve

In another bowl, beat egg whites in a whipped cream texture
Add cream of tartar and salt
Beat for a little longer
Add the remaining sugar and beat until stiff peaks form

Combine 1/4 of the beaten egg whites with the mixture
Mix well with a wooden spoon, then add the rest
Mix again

Preheat oven to medium temperature
Grease the pan with butter
Remove excess with paper towels
Pour the mixture into the pan and bake for 30 minutes or until a toothpick comes out clean
Take out of the oven and let it rest for five minutes
Turn out of the pan, and if desired, dust with confectioner's sugar.
