Dust the bottom of a frying pan with salt and sear the beef
Add the black pepper, paprika, onion, and water
Cover and simmer for 1 hour or until the beef is tender
Remove the liquid (the broth) and add more water if necessary to make 1 cup
Mix the flour into the yogurt well
Add it to the broth
Pour over the beef and heat gently without boiling
Serve hot
