Combine all ingredients, except for the cassava flour, in a large pot
Bring to a boil, then simmer and stir occasionally, until the fish head is fully cooked and the liquid has reduced slightly, creating a rich broth
Strain this broth into another pot, bring to a boil, and gradually add the cassava flour, stirring well to prevent lumps.
