In a saucepan, dissolve the sugar in 1/2 cup of water
Add the grated carrots and cook the mixture without stirring until the carrots are tender for about 10-15 minutes
Add the remaining water, juice, and zest of lemon and cook until it thickens, scraping the sides of the pan well
Let it cool and use to fill small eggs
This recipe makes approximately 88 deviled eggs.
