1 cup of mashed sardines (two 130g cans)
1 onion, finely chopped
1/2 teaspoon of green pepper, finely chopped
1/2 teaspoon of red pepper, finely chopped
2 tablespoons of butter or margarine
2 tablespoons of wheat flour
3/4 cup of milk
Salt and black pepper to taste

Melt the butter or margarine in a pan
Add the onion and peppers and sauté over low heat for 5 minutes
Add the flour and slowly stir in the milk, whisking constantly
Let it come to a boil and then add the sardines
Season to taste and use as a filling.
