Cut the peppers in half and remove the seeds
Chop the peppers and scallions into small pieces
Cover with boiling water and let stand for 5 minutes
Drain
Cover again with boiling water and let stand for 10 minutes

Combine remaining ingredients
Bring to a boil, then reduce heat
Simmer for 5 minutes
Add vegetables and simmer for 10 minutes
