1 small red cabbage

Chop the cabbage and place it in a pot
Cut the bell peppers into pieces and add them to the cabbage
Add the oil, salt, pepper, and water to the pot, leaving enough room for everything to be covered
Cover the pot, reduce the heat, and simmer for about 15 minutes, or until the cabbage is tender but still crisp
Drain and reserve the liquid
Mix the vinegar, sugar, and flour
Add the reserved liquid and cook, stirring constantly, until it thickens
Add the mixture to the cabbage and stir well
Serve in four portions.
