1 yellow or red bell pepper, cut into small cubes

1/4 cup lemon juice
2 tablespoons mustard
1/2 teaspoon ground cumin
2 tablespoons soy sauce
4 tablespoons chopped fresh parsley
2 tablespoons chopped green scallions
Salt to taste
