In a skillet with oil, fry the cassava, gradually, until it's golden brown on all sides
Let it drain on paper towels
Reserve in a warm place
Prepare the sauce: In a pan, combine the flour and butter, cook over moderate heat, stirring with a wooden spoon until golden
Add the milk, gradually, stirring constantly to prevent lumps, and let it simmer until smooth
Add the grated Parmesan cheese and season, if necessary
When serving, reheat and mix with the cassava
