Combine the flour, yeast, salt, and pepper
Add the cold butter and mix with a pastry blender or your fingertips until it resembles coarse crumbs
Gradually add the warm milk, mixing until a cohesive dough forms
If needed, adjust the amount of milk
Turn the dough out onto a lightly floured surface and gently knead for about 10 seconds
Cut the dough into 1/2-inch thick rounds with a biscuit cutter or the rim of a glass
Place the scones on an ungreased baking sheet, leaving about 1 inch of space between each
Brush the tops with milk and sprinkle with grated cheddar cheese
Bake in a preheated oven at 375°F (190°C) for 15-20 minutes, or until golden brown
Serve immediately.
