Melt the butter or margarine
Sauté the carrots and onion for a few minutes
Add the broth
Bring to a boil, then gradually add the oats, stirring well
Reduce heat, cover the pot, and cook for 10 minutes until the oats are cooked
Serve with parsley and green scallions sprinkled on top
