Bring the water with sugar to a boil, leaving it to simmer until a thick syrup forms
Add the hot syrup, gradually, over the egg whites whisked with sugar, whisking always until a firm custard forms
Combine the heavy cream, mix well and refrigerate; occasionally stir the popsicle with a fork to freeze evenly.
