Cut the tuna into small pieces
Slice the green onions in half
Chop one half, without the peel, into cubes and slice the other half
Divide the lime into 8 wedges
Season the tuna with salt and white peppercorns
Mix the caper sauce, capers, and chopped green onions with olive oil
Assembly:
Place the mixture in the center of a plate using an offset spatula
Arrange the sliced green onion around it and add 2 lime wedges.
