Melt the butter or margarine and add the flour, stirring without letting it brown
Cook for about 2 minutes, stirring constantly
Remove from heat and stir in the scalded milk all at once, beating well with a wooden spoon or manual beater
Season to taste with salt and black pepper
Return to heat and cook, stirring, for another 5 minutes
Beat the eggs or egg yolks with the vinegar
Add a little of the hot milk to the egg mixture, stir well, and add it to the remaining milk in the pot, stirring constantly
Let it cool by stirring occasionally
Finally, add the chopped green onion
Mix well and serve with mashed potatoes.
