Make the syrup: heat the sugar over low heat until caramelized
Gradually add the water to the syrup and let it dissolve
Spread the syrup at the bottom and sides of a 30 cm diameter mold. Reserve
Make the cake: beat the butter, sugar, and eggs in a mixer until smooth
Add the flour, chocolate chips, baking powder, and milk, always beating until a homogeneous mass forms
Pour the batter into the prepared mold with the syrup
Beat the sweetened condensed milk, milk, and eggs in a blender
Pour slowly over the batter
Bake in a preheated oven at 200°C (400°F) for about 1 hour or until a toothpick inserted in the center comes out dry
Let it cool and refrigerate overnight
Unmold when chilled
Serve
