Season the beef ribs with onion, garlic, salt, pepper, and a bit of olive oil
Fry them in a pan for a few minutes until browned
Then add the tomatoes, vinegar, cilantro, green scallions, and enough water to cover the beef ribs

When the beef ribs are almost tender, add the cassava and enough water to cook it until soft
