Season the short ribs with onion, garlic, salt, and pepper
Fry them in olive oil for a few minutes until browned
Add the tomatoes, vinegar, parsley, green scallions, and enough water to cover the short ribs
Cook until the meat is tender

The result should be a thick sauce with the short ribs 'atoladas' in the sauce.
