Fry the finely chopped leek stalks and onion in butter until lightly golden
Leave to brown slightly
Add potatoes, chicken broth, and salt
Bring to a boil and simmer for about 30 minutes or until the potato is tender
Strain everything through a fine-mesh sieve
Add milk and heat until it reaches a simmer
Let cool, then refrigerate
Just before serving, stir in heavy cream
Serve individual portions garnished with chopped green scallion.
