Fry the leeks and onion in butter or margarine in a large pot, until they're soft
Add the potatoes and chicken broth with salt
Bring to a boil, then simmer for 35-40 minutes, or until the vegetables are very tender
Puree the mixture through a sieve
Add the heavy cream and milk
Chill in the refrigerator
Serve garnished with chopped green onion
You can use sour cream instead of regular cream
