Brown the butter in a pan over low heat with the white onion and yellow onion
Add the potatoes
Combine the water, chicken broth, and salt
Bring to a boil and simmer for 30-40 minutes
Blend the mixture in a blender, then return it to the pan and warm it up
Add the milk and bring to a simmer
Remove from heat, let cool, and strain through a fine-mesh sieve
Add the heavy cream and refrigerate until chilled
Serve with chopped green onions on top
