Place the cinnamon, ginger, cloves, and orange peel in a spice bag and tie it securely
Mix all the ingredients, except for the whiskey
Heat and let it simmer at a temperature just below boiling point for 15 minutes
Remove the spice bag from the spices
Add the whiskey carefully
