Place the raw peanuts with skin in a high-sided pan and bring to low heat
Stir constantly until the peanuts are toasted but not burnt
Add the sugar, water, and salt
Stir with a wooden spoon until the sugar has dissolved and adhered to the peanuts
Remove from heat and spread onto a plate
Allow the peanuts to cool and dry, then serve in individual portions.
