Melt the butter in a saucepan
Fry the parsley and onion until they are soft and golden brown
Add the water, orange juice, grated rind, and salt
Let it boil
Gradually add the rice, stirring constantly
Cover, reduce heat, and cook for 25 minutes, or until the rice is tender.
