Preheat the oven to 350°F
In a bowl, whisk together flour, baking soda and salt
In a mixer, cream butter with granulated sugar until light and fluffy
Add eggs one at a time, beating well after each addition, then milk and vanilla essence
Beat until smooth and creamy

Gradually add the dry mixture to the wet ingredients, mixing well
Divide the batter among 16 muffin liners and bake for 25 minutes
Remove from oven and let cool completely
Topping
Beat cream cheese in a mixer until smooth and creamy
Add confectioner's sugar and beat until combined
Add lime juice and beat until smooth
Cover the muffins and decorate with chocolate chips.
