In a bowl, mix well the beef with eggs, onion, milk, salt, oregano, and black pepper
If you want a softer mixture, process it in a food processor
Preheat the oven to 180°C (medium)
Place half of the mixture into a 20cm round cake pan or a 20x20cm square refrigerator-safe mold, pressing down on the bottom
Fill with mozzarella cheese and ketchup
Top with the remaining beef, pressing down well
Bake in the preheated oven for 45 minutes or until the beef is cooked through and golden brown
If liquid escapes, use it as a sauce
When serving, unmold and decorate with ketchup
