In a mixing bowl, combine the flour, sugar, cocoa powder, coffee powder, and lactose flour
Add the whole milk and beat with an electric mixer until smooth
Continue beating and gradually add the warm water and eggs
Add the salt and baking powder
Pour into a greased 22 cm diameter cake pan
Bake in a preheated oven at 250°C for 30 minutes
Reheating and Topping
In a saucepan, combine the condensed milk and butter
Heat over low heat until the mixture starts to simmer and then add the chocolate chips
Remove from heat and stir until the chocolate has melted and the mixture is smooth
Let cool
Cut the cake in half, fill, and top.
