Preheat the oven to moderate temperature (170°F)
In a large bowl, combine the flour, sugar, chocolate chips, and baking powder
Make a depression in the center and add the milk, eggs, cold water, and vanilla extract
Beat until smooth
In another bowl, beat the egg whites and cream of tartar until stiff peaks form
Gradually add the wet ingredients to the dry ingredients, mixing delicately until well combined
Pour into an ungreased 9-inch round cake pan
Bake for 1 hour and 15 minutes or until a toothpick inserted in the center comes out clean
Let cool completely on a wire rack
Flip onto a serving plate
Prepare the glaze: In a small saucepan, melt the butter or margarine
Remove from heat, add the confectioner's sugar and vanilla extract, and mix well
Add hot water and mix until creamy
Drizzle over the cake and let it run off the sides.
