In a medium bowl, combine the chocolate chips, ground hazelnut, condensed milk, and instant powdered milk
Mix until you form a smooth dough
Shape the truffles
Melt the white chocolate according to the package instructions
Dip the truffles into the melted chocolate using a fork, then coat with additional white chocolate if desired
Place them in a shallow dish lined with parchment paper and refrigerate until firm
Portion them out in individual paper cups.
