Pound the meat in a mortar to form a pouch
Season the meat with salt and pepper to taste
Mix the remaining ingredients except for the olive oil and place on one of the steaks
Top with the filling and another steak
Sew all around with twine
In a large skillet or baking dish, heat the olive oil and brown both sides of the meat
Add water gradually to cook evenly
