In a medium saucepan, bring the water, butter, salt, and baking powder to a boil over high heat
Remove from the heat, add the flour, and stir rapidly with a wooden spoon until smooth
Return to the heat, stirring constantly for 30 seconds or until the mixture pulls away from the sides of the pan
Transfer to a large mixing bowl and beat in the eggs one at a time, beating well after each addition to obtain a smooth batter
Add the chopped nuts
In a small baking dish, shape the dough into 1-1/2 tablespoon-sized portions
Bake in a moderate oven (350°F) for 45 minutes or until golden brown and firm to the touch
Remove from the oven and let cool completely
Cut the Carolinas in half horizontally, reheat with whipped cream, and reserve
In a small saucepan over low heat, melt the chocolate chips with the milk, stirring constantly for 5 minutes or until smooth
Assemble the dish by placing the Carolinas on individual serving plates, spooning the warm chocolate sauce over the top, and serve.
