Mash the flour well, either by hand or using a blender
Mix the flour with melted butter or margarine; set aside
Slowly cook the carrots and onions in water seasoned with salt and pepper until they're tender
Drain
Melt the butter or margarine and add the flour, stirring well
Add the milk gradually, stirring constantly
Cook until thickened, stirring constantly
Pour into a 1-liter capacity baking dish greased
Cover with the flour-mixture
Bake in a medium oven for about 20 minutes.
