In a saucepan, combine the heavy cream and star anise and bring to a simmer over medium heat until the mixture starts to thicken
Pour through a fine-mesh sieve and return the custard to the saucepan
Discard the star anise

In another bowl, whisk together the sugar, eggs, and cornstarch
Add this mixture to the custard, whisking well, and cook over low heat, stirring constantly, until the mixture thickens slightly and reaches a simmer
Remove from heat, distribute among six serving cups, and let cool
Refrigerate for at least two hours
Batter
Moment before serving, combine sugar and water in a small saucepan and bring to a simmer over medium heat until caramelized
Remove from heat and let cool slightly
This will help the batter thicken further
Remove the chilled cups from the refrigerator and top with the caramel batter, if desired, and garnish with an additional star anise.
