Soak the raisins in rum for 1 hour
Combine in a saucepan the condensed milk, fresh milk, cinnamon, cloves, and baking soda
Bring to a boil, stirring constantly
Remove from heat
Combine in a saucepan the flour with water
Bring to a simmer, stirring constantly, until the flour is dissolved
Pour into the milk mixture and stir well
Simmer over low heat, stirring occasionally, for 1 hour
Increase heat and stir continuously for another 15 minutes, or until the pudding is thick and golden
Once done, combine with the raisins and refrigerate until chilled
Serve 6 to 8 portions.
