In a medium-sized refrigerator bowl, combine the unsweetened cocoa powder, flour, and milk chocolate
As you add each ingredient, whisk until well combined
Slowly add the egg yolks mixed with milk, whisking continuously until the mixture is smooth and even
Place the bowl in the microwave and cook on high for 9 minutes, whisking every 2 minutes
Remove from the oven and distribute evenly among 10 small ramekins or cups, each holding about 1/2 cup
Beat the egg whites until they become frothy
Slowly add the powdered sugar, beating constantly until stiff peaks form
Dust the whipped cream over the chocolate mousse in the ramekins
Place the bowls in the microwave and cook on high for 1 1/2 minutes
Let it sit for 1 minute before removing from the oven and allowing to cool completely
Chill in the refrigerator
Serve chilled, divided into 10 portions.
