Beat the milk, sugar, grated orange peel, egg yolks, and egg whites until thickened
Strain through a fine-mesh sieve, add the whole orange peel, and let it sit at room temperature for 20 minutes, stirring occasionally to prevent lumps from forming
When thick, divide into 4 individual servings
Refrigerate before serving
