Blend the butter, flour, broth, and bouillon cube in a blender
Heat the mixture over low heat, stirring occasionally, until it thickens
Let it cool completely
Add the heavy cream to the blender
Blend just enough to mix well
Serve chilled, sprinkled with parsley.
