Place the beef in a large pot, cover with water, cover, and cook over low heat for 1 hour
Remove the foam from the surface
Blend the olive oil, green pepper, onion, and garlic in a blender until a paste forms
Pour into a frying pan and cook for 5 minutes, stirring constantly
Season with oregano, salt, and black pepper
In the pot with the beef, add this mixture and simmer, covered, over low heat for 1 hour
Add the beans and let it simmer for an additional 15 minutes, uncovered, over high heat
