Make the marinade: mix together grated orange peel, freshly squeezed orange juice, grated lime peel, freshly squeezed lime juice, olive oil, chopped green onion, finely chopped fresh parsley, salt, and black pepper
Clean and rinse the fish fillets
Place them in a glass baking dish and pour the marinade over them
Cover and refrigerate for 1 to 2 hours
Remove the fish from the refrigerator, skim off any excess fat, and place them in a skillet with a heat-proof handle
Heat over medium-high heat until the fish is cooked through and flakes easily with a fork
Add the fish fillets and simmer, covered, for 5 to 7 minutes
Serve hot, garnished with orange slices and green pepper strips.
