In a small saucepan, sprinkle the gelatin over the water and let it hydrate (about 3 minutes)
Bring to low heat and stir until dissolved
Remove from heat
In a medium saucepan, mix together the orange juice, milk, and sugar
Bring to high heat and let it simmer, stirring occasionally
Remove from heat and add the gelatin and grated orange zest, stirring well
Distribute among six cups with a capacity for 2/3 cup (80 ml)
Let it chill in the refrigerator until firm (about 3 hours)
Unmold into serving plates and serve
