Dissolve the gelatin in cold water
Combine with boiling water and beef broth powder
Let it dissolve completely
Remove from heat
Add the vinegar
Refrigerate until partially set
Add the shredded beet, grated carrot, and chopped green pepper
Pour into a 26x12x7 cm English muffin tin and refrigerate until firm
Unmold and decorate with arugula leaves if desired
