Combine the sugar, red wine, and water in a saucepan
Affix the cloves, cinnamon, and 2 lime wheels to a piece of cheesecloth and place it in the saucepan
Let it come to a boil then reduce heat and simmer for 10 minutes or until it has thickened like syrup
Remove the cheesecloth
Peel the oranges and reserve the peels
Add the orange segments to the syrup
Refrigerate
When serving, garnish with strips of orange peel
