Combine the water with the sugar in a saucepan and bring to a boil, stirring until dissolved
Add the cinnamon, star anise, whole cloves, bay leaf, ground black pepper, and ginger
Simmer for 5 minutes, let it cool, and refrigerate for 4 hours
Remove from the refrigerator, strain the syrup, and discard any solids
Add the orange juice to the syrup and mix well.
