In a saucepan, combine the sugar, dark chocolate chips, and 3/4 cup of milk
Stir well to obtain a smooth mixture
Melt the chocolate completely, stirring occasionally
Add the remaining cup of milk, stirring well, and bring to a simmer
Remove from heat
Beat the egg whites slightly and add 3 tablespoons of the hot chocolate mixture
Fold in until fully incorporated
Combine everything with the remaining chocolate cream, and cook over low heat, stirring constantly, until it thickens slightly
Remove from heat and stir in butter or margarine and vanilla
Let cool to room temperature, cover, and refrigerate
When serving, beat the egg whites until fluffy and add sugar slowly, folding gently until stiff peaks form
Pile a small amount of meringue onto individual plates and top with the chilled chocolate cream
