In a blender, beat the skimmed milk, water, cornstarch, and light margarine until well combined
Pour this mixture into a saucepan and add the chocolate chips and milk
Bring to heat and stir until the bottom of the pan appears
Remove from heat, add grated coconut, and pour onto a greased plate
Once chilled, place in refrigerator
When cold, form balls and roll in shredded coconut
